Structure and condition of housing estates and contemporary problems of small housing cooperatives and homeowners associations in the City of Brno

Abstract:

Diplomová práce se zaměřuje na regenerace panelových bytových domů na území města Brna ve vztahu k jejich vlastnické struktuře. Dílčí část práce tvoří dotazníkové šetření, které odhaluje nejpalčivější problémy malých bytových družstev a společenství vlastníků do 50 členů. Hlavní oblast výzkumu představují panelová sídliště budovaná na území města Brna od 50. let 20. století. Jedná se o urbanistické celky tvořené zástavbou bytových domů hromadného bydlení, které byly vystavěny pomocí panelové technologie. Diplomová práce je rozdělena do dvou bloků. Prvním z nich je teoretická část, která je rozdělená do dvou celků. Popisuje vznik a historický vývoj sídlišť v západní Evropě a České republice, regeneraci a revitalizaci panelových domů, zabývá se postsocialistickou transformací měst, bytovou politikou státu a problematikou bytového družstevnictví a společenstvími vlastníků jednotek. Závěr teoretické části se zaměřuje na město Brno a prezentuje bytovou politiku města a historii výstavby panelových sídlišť na jeho území. Praktická část práce rovněž rozdělena do dvou bloků. V rámci prvního z nich jsou prezentovány výsledky analýz vzešlé z databáze panelových domů ve městě Brně. Databáze byla analyzována ve statistickém programu PASW Statistics 17.0. Závěr praktické části představuje zásadní problémy malých bytových družstev a společenství vlastníků jednotek při správě a opravách panelových domů. Informace o nejpalčivějších problémech těchto subjektů byly shromážděny v průběhu dotazníkového šetření s jejich zástupci, které probíhaly formou strukturovaných rozhovorů.

Abstract:

This thesis focuses on the regeneration of housing estates and prefabricated houses in the city of Brno in relation to their ownership structure. Partial part of the thesis describe the most pressing problems of small housing cooperatives and condominium associations up to 50 members during the administration and renewal of their houses. The main research area is represented by prefabricated housing estates which have been built in city of Brno since the 1950s of 20. century. These are urban forms made up from residential buildings that were built with using prefabricated technology. The thesis is divided into two blocks. The first, theoretical part, is divided into two parts. It describes the origins and historici evolution of housing estates in West Europe and the Czech Republic, regeneration and revitalization of prefabricated houses, dealing with post-socialist transformation of cities, state housing policy and issues of housing cooperatives and condominium associations. The conclusion of theoretical part focuses on the Brno city, represent housing policy of the city and history of construction of housing estates on its territory. The practical part of the work is also divided into two blocks. The first of them presents the results of the analysis generated from a database of prefabricated houses in the city of Brno. The database was analyzed in a statistical program PASW Statistics 17.0. The conclusion of the practical part presents major problems of small housing associations and condominium associations related with administration and renewal of prefabricated houses. The informations about the most pressing problems of these subjects were collected during the survey with representatives in form of structured interwievs.
