Systemic corruption in the police

Abstract:

Bakalářská práce se zabývá systémovou korupcí u policie. Hlavním cílem předložené práce je danou problematiku zhodnotit a analyzovat. První část práce se týká jen teorie, která čtenáře detailně uvede do dané problematiky korupce. Čtenář se seznámí se základní definicí korupce, historií, druhy, příčinami a se samotnou korupcí policistů. Druhá část práce je část praktická. Tato část je realizována smíšeným výzkumem, ve kterém je daná problematika systémové korupce u policie rozebrána kvalitativním a kvantitativním způsobem. Kvalitativní část obsahuje případové studie známých případů dané problematiky, které jsou rozebrány za pomoci sedmi kriminalistických otázek. Druhá část (kvantitativní výzkum) je realizována výzkumným šetřením – metodou dotazníku, pomocí kterého jsou od respondentů z řad Policie České republiky získány informace a názory na danou problematiku. Získané informace z dotazníku slouží k zjištění míry komplicity a benevolence policistů v rámci systémové korupce u policie. Dotazníkové šetření prokázalo výskyt korupce mezi příslušníky policie a sami policisté korupci vnímají jako závažný problém. Možné řešení v boji proti tomuto problému by podle zjištění mohlo být zvýšení platu a zaměření se na kvalitnější vzdělání v rámci korupce pro nastupující nováčky k policii.

Abstract:

Bachelor thesis deals with systemic corruption in the police. The main objective of the submitted work is to evaluate and analyse the issue. The target group for the job is the police. The first part concerns only a theory that introduces the reader in detail to the issue of corruption. The reader learns about the basic definition of corruption, history, species, causes and the corruption of police officers. The second part of the job is the practical part. This part is carried out by mixed research in which the issue of systemic corruption in the police is analysed in a qualitative and quantitative manner. The qualitative part contains case studies of known cases of the issue, which are analysed using seven forensic questions. The second part (quantitative research) is carried out by a research investigation - the questionnaire method by which information and opinions on the subject are obtained from respondents from the Police of the Czech Republic. The information obtained from the questionnaire is used to determine the degree of complicity and benevolence of police officers in the context of systemic corruption in the police. A questionnaire survey showed the prevalence of corruption among police officers and that the police themselves perceive corruption as a serious problem. A possible solution to the fight against this problem could be a pay rise and a focus on better education in corruption for emerging newcomers to the police.
