Abstract:

Předmětem předkládané diplomové práce je analýza důchodového systému ve spolkové republice Německo a komparace státní reformy s koncepty sociálních partnerů. Cílem práce je seznámit čtenáře se základními pojmy německého důchodového systému, popsat jeho třípilířovou strukturu, současný stav a jeho financování. Jsou charakterizovány a analyzovány složky demografické reprodukce. Práce se dále zabývá nadcházejícími změnami v důchodovém systému Německa a rozborem plánovaných navrhovaných vládních opatření, která mají reagovat na demografické změny. Rozbor je také proveden u předkládaného alternativního konceptu sociálních partnerů. V úvodu práce je popsán vznik a vývoj systému sociálního zabezpečení. Zaměřuji se na právní základ a principy důchodového pojištění a analýzu samotného systému, ve kterém je hlavní důraz kladen na deskripci prvního pilíře. S použitím publikací a statistik veřejné databáze německého statistického úřadu popisuji jeho současný stav. Dále se zabývám ukazateli reprodukce a jejími procesy, přirozeným přírůstkem a aspekty migrace. V závěru první části práce se věnuji demografické projekci. V druhé polovině předkládaného textu je proveden rozbor financování tohoto systému a jsou provedeny jednoduché výpočty vybraných důchodů. Část práce je věnována analýze vládního konceptu důchodového systému a kritice ze strany sociálních partnerů včetně jejich předkládaných alternativních návrhů. V poslední části práce jsem se zaměřil na aspekty tzv. chudého stáří. Popsána je chudoba, její druhy a měření. Provádím analýzu chudoby v zemi a jsou navrženy způsoby jejího řešení.

Abstract:

The subject of this thesis is an analysis of the pension scheme in the Federal Republic of Germany and comparison of the government reform with the concepts of social partners. The aim is to familiarize the reader with the basic terms of the German pension scheme, describe its three-pillar structure, funding, and its current condition. In this thesis factors of demographic reproduction are characterized and analysed. The thesis also deals with the upcoming changes in the pension scheme in Germany and analysis of proposed government measures, which should respond to demographic changes and alternative solutions presented by the social partners. At the beginning of this thesis I describe the formation and development of the social security system. I focus on the legal basis and the principles of contributory pension scheme and analysis of the system itself, in which the main emphasis is the description of the first pillar. Using statistics, publications and public databases of the German statistical office, I describe its current condition. I also deal with indicators of reproduction and its processes, natural increase and migration aspects. At the end of the first part I devote to the demographic projection. In the second half of this text, there is an analysis of the funding of this system and there are performed simple calculations of pensions. Part of the thesis is devoted to analysis of the government concept of pension scheme and criticism by the social partners and their alternative proposals. In the last part I focused on aspects of "poor old age", there I describe poverty, its types and measurements. Finally, I analysed poverty in the country and suggested ways of solving.
