Possibility of implementation of the concept of learning organisation in the public sector institution

Abstract:

Práce se zabývá možností implementace konceptu učící se organizace v konkrétní organizaci veřejné správy. Cílem práce je ověřit, zdali se v organizaci vyskytují prvky konceptu učící se organizace, případně jaké mohou být možné překážky, které by aplikaci tohoto konceptu bránily. V práci rozebíráme jednotlivé koncepty zabývající se zvýšením kvality a efektivity fungování veřejné správy používané zejména v zahraničí, které jsou zaměřeny na reformy a modernizaci veřejné správy. Za pomoci literatury definujeme základní prvky konceptu učící se organizace, bez jejichž naplnění by se nedalo vůbec uvažovat o možnosti implementace konceptu. Empirická část práce popisuje samotný výzkum a interpretuje jeho výsledky tak, aby bylo možné odpovědět na hlavní výzkumnou otázku: „Nakolik jsou u dané organizace veřejné správy uplatněny vybrané prvky konceptu učící se organizace?“ Na základě zjištěného stavu byla formulována doporučení, která by umožnila doplnit chybějící prvky učící se organizace a tím přispěla ke zkvalitnění a zefektivnění činnosti dané organizace veřejné správy.

Abstract:

This work deals with the possibility of implementing the concept of learning organization in a given organization of public administration. The aim of the work is to check whether and to what extent arethe relevant features of the concept of learning organization present within the organization at hand and, eventually, to describe possible obstacles that prevent the organization from fully implementing the concept. We gradually analyze the individual concepts used abroad that fall under the rubric of increasing the quality and efficiency of public administration, among which also the concept of learning organization is found, and that, generally, aim at reforming and modernization of public administration. Using the basic literature in the field we define certain necessary features that every learning organization should meet and without which the implementation of the concept itself would be close to impossible. The empirical part of the work describes the results of an inquiry conducted along these lines which, if interpreted properly, allow to address the main question of this thesis: „What is the stage to which a given organization of public administration meets the necessary features of a learning organization?“ On the basis of our findings, several recommendations are made, following which the given organization could restore the possibly missing features, thus actually increase its quality and efficiency.
