Function of internal audit and its function in the state administration

Abstract:

Hlavním tématem práce je problematika interního auditu a jeho význam ve státní správě. V první části se zabývám jeho definicí a teoretickými východisky pro výkon činnosti interních auditorů. Věnuji se oblasti nastavení vnitřního kontrolního systému se zahrnutím řízení rizik, neboť tyto oblasti jsou významnými prvky správy organizace a podléhají přezkumu a vyhodnocování interního auditu. Druhá část práce je věnována analýze praktického průběhu auditních šetření od fáze plánování až po monitoring přijímání opatření na základě doporučení interních auditorů. Na třech vzorcích auditu demonstruji možná rizika daných procesů, možná auditní zjištění a navrhovaná doporučení interních auditorů. V závěru práce jsou celkově zhodnoceny podmínky, za jejichž splnění přispívá výkon interního auditu ke zvýšení kvality státní správy.

Abstract:

The main topic of this thesis is the issue of internal audit and its importance in state administration. In the first part, I deal with the definition of theoretical bases for the activities of internal auditors. I focus on the setting of the internal control system with the inclusion of risk management, as these areas are important elements of organization administration and are subject to a review and evaluation of internal audit. The second part is devoted to analyzing the practical course of audit inquiries from the planning stage to the monitoring of the adoption of measures based on the recommendations of the internal auditors. In three audit samples, I demonstrate the potential risks of the processes, possible audit findings and proposed recommendations of the internal auditors. In conclusion, the conditions are evaluated overall, and by meeting them the internal audit can increase the quality of state administration.
