Consequences of Differences in Crime Statistics Related to Freely Available Firearms and Weapons Subject to Registration

Abstract:

Cílem této práce je vytvoření materiálu, který bude upozorňovat na nedostatky týkající se zpracovávaných dat použitých ve statistikách vztahujících se k použití střelných zbraní při trestné činnosti. Cílené využití bude pro zpracovavatele statistických dat, mediální i civilní prostředí. Významné z hlediska objektivního podávání informací a rozšíření informovanosti cílových i zájmových skupin. Teoretická část bude zahrnovat uvedení do problematiky současného stavu zákonných norem a regulací, které se vztahují ke střelným zbraním a trestné činnosti s nimi spojené. Také zde bude uveden přehled zpracovávaných dat použitých ve statistikách Ministerstva vnitra, týkají se zaznamenaných trestných činů s palnou zbraní podléhající registraci, která jsou v České republice veřejně dostupná. V praktické části bude provedena kompilace vlastních a získaných dat, ze kterých jsou analyzovány nedostatky a navržena možná zlepšení. Následně bude vyzdvižena důležitost interpretace zpracovávaných dat, která poté média využívají k informování veřejnosti. Pro ověření rozsahu informovanosti a vlivu médií na osvětu veřejnosti ve vztahu k legálnímu a nelegálnímu držení a nošení střelných zbraní bude zpracován dotazníkový průzkum.

Abstract:

The aim of this work is to create material that will draw attention to the shortcomings of the processed data used in statistics related to the use of firearms in crime. Targeted use will be for statistical data processors, media and the civilian environment. Important in terms of objective information provision and extension of awareness of target and interest groups. The theoretical part will include introduction into the current state of legal norms and regulations that apply to firearms and related crimes. There will also be an overview of the processed data used in the statistics of the Ministry of the Interior, relating to recorded crimes with firearms subject to registration, which are publicly available in the Czech Republic. In the practical part, a compilation of own and obtained data will be performed, from which shortcomings are analyzed and possible improvements are suggested. Subsequently, the importance of correct interpretation of the processed data will be emphasized, which is then used by the media to inform the public. A questionnaire survey will be prepared to verify the extent of information and the influence of the media on public education in relation to the legal and illegal possession and carrying of firearms.
