Practical Aspects of Electronic Auctions

Abstract:

Tato bakalářská práce se zabývá institutem elektronické aukce u veřejných zakázek. Soustředí se jednak na její praktické aspekty a klade si za cíl vytvořit návod, jak při elektronických aukcích postupovat z hlediska zadavatele i uchazeče, jednak se zaměřuje na její účel, tedy zvýšení transparentnosti a efektivnosti při zadávání veřejných zakázek. Dále popisuje jednotlivé fáze elektronické aukce a způsob, jakým účastníci mohou vylepšovat své cenové nabídky a jiná dílčí kritéria. Pozitiva a negativa elektronické aukce jsou v této práci rovněž vymezena. Institut elektronické aukce lze také vnímat v kontextu celé Evropské unie a rovných možností účasti v zadávacím řízení dodavatelům se sídlem nebo místem podnikání v kterémkoli členském státě Evropské unie. Tato práce proto také zpracovává praktické aspekty elektronické aukce s přihlédnutím k rakouské právní úpravě vzhledem k autorčině profesní blízkosti ke zvolenému členskému státu.

Abstract:

This bachelor thesis is concerned with the institute of electronic auction at public procurements. It concentrates on the one hand on its practical aspects and it sets the aim of making guidelines how to proceed at electronic auctions from the point of view of both contracting authority and the tenderer, on the other hand it concentrates on its purpose, thus transparency and effectiveness raising at public procurement. Further it describes individual phases of an electronic auction and the way which the participants can improve their price quotations and other partial criteria. Positive aspects and negative ones of the electronic auction are specified in this thesis, too. It is also possible to perceive the institute of the electronic auction in the context of the European Union and equal possibilities of participation in the tendering procedure for suppliers with the seat or place of their business in any member state of the European Union. Therefore this thesis deals with practical aspects of the electronic auction taking account of Austrian legislation because of the author´s career closeness to the chosen member state.
