Abstract:

Diplomová práce se zabývá vztahem Katastru nemovitostí a orgány územní samosprávy. Práce se zaměřuje zejména na způsoby a možnosti spolupráce mezi oběma institucemi. Zvláštní pozornost je věnována přenosu informací, jeho podobám i jeho praktickému využívání. V teoretické části je objasněn pojem Katastr nemovitostí. Nejprve je vylíčena historie katastrů vedených na našem území a současně i vznik a vývoj pozemkových knih. Je popsán jejich význam i jejich s postupem času se měnící funkce. V následujících kapitolách je popisována současná situace katastru, jeho organizační struktura a technologický vývoj v době rozmachu informačních technologií. V závěru teoretické části jsou definovány principy a zásady současného vedení Katastru nemovitostí. Jako první je v aplikační části nastíněn vývoj informačních systémů veřejné správy a jeho předpokládaná podoba v blízké budoucnosti. Samostatná kapitola je věnována informačnímu systému katastru nemovitostí. V druhé půlce aplikační části je analyzován Katastr nemovitostí ve funkci zdroje informací přijímaných orgány územní samosprávy. Je rozebráno bezúplatné poskytování údajů katastru a jsou identifikovány oblasti využití informací orgány územní samosprávy ve vlastní i přenesené působnosti. Jako další krok je zjišťována míra využívání technologických možností orgány územní samosprávy a stupeň jejich obeznámenosti s problematikou spolupráce s Katastrem nemovitostí. Tato část je vypracována na základě dotazníkového průzkumu, provedenému v malých obcích Ústeckého kraje. Konec aplikační části tvoří soubor informací, potřebných pro efektivní spolupráci obecních úřadů a Katastru nemovitostí. V závěru jsou zhodnocena zjištěná fakta a jsou učiněny závěry z dotazníkového průzkumu.

Abstract:

The thesis is investigating the relation between Land registry and organs of regional self-government. It especially focuses on the methods and possibilities of cooperation between the two institutions. It pays particular attention to the information transfer, to its forms and to its practical utilization. The theoretical part of the thesis interprets the conception of Land registry. In the first place, the history of Land registries, which has been recorded in our region, is narrated together with a depiction of the birth and development of cartularies. Their significance and function, which has changed over time, is described too. Following chapters represent present circumstances of Land registry, its organization structure and technological development in the age of information technology boom. The conclusion of the theoretical part defines the principles and rules of present Land registry management. The practical part of the thesis outlines the development of public service information systems and its anticipated form in the near future. Separate chapter is devoted to the description of the Land registry information system. Land registry is in the second half of the practical part analyzed as a source of information that is accepted by the organs of regional self-government. Free provision of Land registry data is analyzed and fields, in which the data are applied by the organs of regional self-government in their own or transferred competence, are identified. As a next step it investigates the utilization rate of the technological potential by the organs of regional self-government and the level of their familiarity with the issues of the cooperation with Land registry. This part of the thesis is based on the interviews that had been carried out in small villages of Ústecký kraj (Ustecky region). The end of the thesis practical part is composed of a set of data that are necessary for effective communication between the local authority and Land registry Detected facts are evaluated in the conclusion and the data acquired from the interviews are concluded.
