Hodnocení správy úvěrů v ghanském bankovním sektoru

Abstract:

Ghanský bankovní sektor zažil bouřlivé období od roku 2015, kdy se v srpnu 2017 zhroutily dvě komerční banky – UT Bank a Capital Bank – kvůli vážnému znehodnocení jejich kapitálu. Krach obou bank vyslal šokové vlny v celém sektoru finančních služeb v kraji, přičemž někteří komentátoři varovali, že nákazou hrozí celý bankovní sektor. UT Bank a Capital Bank se dostaly do platební neschopnosti, protože nesly významnou expozici vůči nesplácením úvěrům . Bank of Ghana (BoG) skoupěla UT Bank and Capital Bank, vklady klientů a některá aktiva obou zaniklých bank nakonec převzala jedna z největších bankovních institucí v zemi, Ghana Commercial Bank (GCB). Podle ghanského bankovního průzkumu byly nesplácené úvěry největší výzvou pro banky a finanční instituce, aby se zabývaly svými funkcemi finančního zprostředkovatele, cílem této práce bylo zjistit, jaké faktory ovlivňují zhroucení těchto ghanainanských bank a opatření, která by mohla být přijata k řešení otázky nesplácených úvěrů. Metodicky studie používala e-dotazník a hloubkový telefonický rozhovor jako hlavní nástroj pro sběr dat od bankovních úředníků a bankovních klientů. Pokud se uvádí v oblasti kritérií používaných při identifikaci toho, jak je úvěrová facilita hodná klientů, studie odhalila, že banka použila všechna hlavní kritéria k hodnocení úvěrů před tím, než byla poskytnuta jakákoli úvěrová facilita. Banka však obecně měla nejlepší sazbu "vždy používanou", pokud jde o hodnocení úvěru. Opět existovala nevýznamná inverzní korelace mezi postupy hodnocení a dopadem úvěru na výrobní činnosti zákazníka a následným splacením úvěru. Postupy hodnocení tedy po celou dobu neidentifikovala úvěrovou způsobilost zákazníků a dokonce i skutečný dopad úvěru na zákazníky. Studie odhalila, že v průměru byla částka poskytnutá klientům pro účely půjček nedostatečná. Výzkum rovněž uznal, že většina úvěrů byla sledována každý týden a v některých případech nebyly některé půjčky, zejména u mzdových půjček, dostatečně sledovány. Monitorování bylo provedeno návštěvou bankovních úředníků klientů úvěru, jak uvedli úředníci banky. Závěr z mého výzkumu ukázal, že bankovní politika a řízení úvěrů jsou v souladu, ale z praktického hlediska bankovní politika a správa úvěrů významně neovlivnily ani nevedly ke zlepšení sociálně-ekonomického a podnikatelského pohody zákazníka, stejně jako banky. Skutečný dopad banky na její zákazníky a dokonce i na samotnou banku tak byl v průměru a nebyl zcela pociťován. V případě banky je dokonce i sazba, za kterou zákazníci splácejí úvěry, výrazně nižší než referenční hodnota Banky Ghany (BoG). Závěrem lze říct, že politika úvěrového řízení banky zatím nenese ovoce.

Abstract:

The banking sector in Ghana experienced a tumultuous period starting in 2015 and culminating with two commercial banks ¬¬– UT Bank and Capital Bank – collapsing in August 2017 due to a severe impairment to their capital. The collapse of the two banks sent shockwaves throughout the county’s financial services sector, with some commentators warning that the entire banking industry was at risk of contagion. UT Bank and Capital Bank became insolvent because they carried significant exposure to Non-Performing Loans (NPLs). The Bank of Ghana (BoG), wound up UT Bank and Capital Bank, the customers deposits and some assets of the two defunct banks were eventually taken over by one of the largest banking institutions in the country, Ghana Commercial Bank (GCB). Non-Performing Loans have been the main challenge for banks and financial institutions to address in their financial intermediary functions according to the Ghana Banking Survey, the aim of this thesis is to find out what factors account for the collapse of these Ghanaian banks and the measures that could be taken to address the issue of Non-Performing Loans. Methodically, the study used e-questionnaire and in-depth phone interview as the main instrument for collecting data from the bank officials and the bank clients. On the areas of criteria used in identifying clients’ worthy of the loan facility, the study revealed that the bank used all the major criteria to appraise loans before any loan facility was granted. However, the bank generally had their best rate at “always used” in terms of loan appraisal. Again, there was insignificant inverse correlation between appraisal procedures and loan’s impact on customer's productive activities and the subsequent loan repayment. Thus, the appraisal procedures did not all the time identify the credit worthiness of customers and even the actual impact of the loan on the customers. The study revealed that on the average, amount granted to the customers was inadequate for the purpose of the loans. The research also recognised that majority of the loans were monitored on weekly basis and in some cases, some of the loans especially with salary loans were not adequately monitored. The monitoring was done through visitation by the bank officials to the loan clients as stated by the bank’s officials. The conclusion drawn from my research indicated that, the bank policies and credit management were in consonance, yet in practical terms, the bank policies and credit management had not significantly influenced or led to the customer’s improvement in socio-economic and business well-being as even the bank’s. Thus, the actual impact of the bank on its customers and even the bank itself has been on average and has not been totally felt. In the case of the bank, even the rate at which customers repay loans is well below the benchmark of Bank of Ghana (BoG). In conclusion, the credit management policy of the bank is yet to bear fruits.
