Selected aspects of strategical planning in organizations of public administration

Abstract:

V kontextu strategického plánování jsou v práci konkrétně popsány kroky poznání současné situace, stanovení cílů a záměrů, volba strategie a měření výsledků. Pro tyto aspekty strategického plánování jsou nejprve v teoretické části práce zpracována teoretická východiska na základě poznatků současné odborné literatury. Důraz je zde kladen na vykreslení plánování v oblasti veřejné správy a její specifika. Na teoretická východiska dále navazuje praktická část práce, ve které jsou vybrané aspekty strategického plánování zkoumány v prostředí plzeňských institucí veřejné správy. Zjištěné poznatky jsou v práci dávány do kontrastu s veřejným míněním obyvatel Plzně a jejích návštěvníků, které je zjišťováno v rámci vlastního kvantitativního výzkumu. Diplomová práce tak poskytuje vhled do procesu strategického plánování plzeňských organizací veřejné správy a zároveň jeho hodnocení ze strany plzeňských obyvatel.

Abstract:

In the context of strategic planning, the steps of understanding the current situation, setting goals and objectives, selecting strategy and measuring results are precisely described in the thesis. For these aspects of strategic planning are in the theoretical part the theoretical basis based on the knowledge of current professional literature firstly compiled. The focus is on the render of planning in the area of public administration and its specifics. The theoretical basis is followed by the practical part of the thesis, where the chosen aspects of strategic planning are researched in the territory of Pilsen public administration institutions. The ascertained data are contrasted with the public opinion of the population of Pilsen and its visitors who are surveyed in the framework of own quantitative research. The diploma thesis provides insight into the process of strategic planning of public administration organizations in Pilsen and at the same time its evaluation by Pilsen citizens.
