The state budget, its composition, structure and methods of its financing in current conditions

Abstract:

In the master's paper discusses the theoretical and methodological issues of the budget of the state. We analyze the global experience of budgeting as a system of inclusive analytical approach to the process of taking decisions on the budget in the public sector. We consider the composition and structure of the state budget, the financial model of its construction, as well as theoretical aspects of revenue generation and expenditure. The paper disclosed the problems of budget policy in Ukraine and its impact on economic growth. Consider the institutional mechanisms of the development budget. The conclusions regarding the improvement of the budgetary mechanism, including by improving the budgeting process. Proposed taking into account the world experience of modern approaches to the management costs of development.
