Intermunicipal cooperation in the countries of the European Union

Abstract:

Bakalářská práce se zaměřuje na meziobecní spolupráci v zemích Evropské unie a její následná specifika v Rakousku a Sasku. Vychází z aktuálně probíhající debaty veřejných institucí v České republice ohledně meziobecní spolupráce a jejího ukotvení v rámci zdejšího systému veřejné správy. V první části práce je představen historický kontext vzniku spolupráce obcí a také okolnosti, které k němu vedly. Práce dále pokračuje vymezením charakteristických znaků meziobecní spolupráce v zemích Evropské unie, participujících aktérů, organizačních forem a nejčastějšími způsoby financování. Práce postupuje od obecného ke konkrétnímu, druhá část práce tedy staví na zjištěných skutečnostech a pomocí 7 komparačních kritérií rozdělených do 3 oblastí analyzuje meziobecní spolupráci v Sasku a Rakousku. Zjištěné skutečnosti jsou na závěr diskutovány ve vztahu k České republice, jsou vymezeny odlišnosti a podobnosti meziobecní spolupráce v Sasku a Rakousku a také jsou posouzeny vybrané dopady meziobecní spolupráce na zajišťování veřejných služeb.

Abstract:

This bachelor thesis focuses on intermunicipal cooperation in the countries of the European Union and its subsequent specifics in Saxony and Austria. The topic is based on the ongoing debate of public institutions in the Czech Republic regarding intermunicipal cooperation and its possible use by local municipalities. The first part of the thesis presents the historical context of the emergence of the cooperation as well as the circumstances that led to it. The thesis continues by defining the characteristic features of intermunicipal cooperation of the countries of European Union, its actors, organizational forms, and the most frequent methods of financing of associations of municipalities. The second part of the thesis builds on the facts from the first part; seven comparative criteria are established and divided into three areas to analyse intermunicipal cooperation in Saxony and Austria. Finally, the findings are compared along with selected impacts of intermunicipal cooperation on the provision of public services and discussed in relation to the Czech Republic.
