Reflection of the Europe 2020 Strategy: A Comparison of the Visegrad Group

Abstract:

Oblast výzkumu a vývoje (VaV) představuje v dnešním globalizovaném světě důležitou součást podpory socioekonomického rozvoje a konkurenceschopnosti takřka všech zemí světa. Diplomová práce zachycuje a komparuje výkonnost zemí Visegrádské skupiny (V4) v oblasti VaV pomocí souboru indikátorů, kam se řadí celkové výdaje na VaV, lidské zdroje ve VaV, trojité patenty, granty ERC a úroveň inovací. V práci je rovněž použita statistická metoda absolutní beta konvergence, s jejíž pomocí je analyzován vývoj uváděných zemí ve VaV v období 2010-2018. Na základě zjištění jsou země Visegrádu v rámci monitorování plnění cíle VaV ve Strategii Evropa 2020 podprůměrné a taktéž další ukazatelé poukazují na nízké hodnoty jednotlivých zemí vůči průměru Evropské unie. Kromě toho jsou u zemí V4 identifikovány shodné nedostatky, které jednotlivým zemím brání k vyšší výkonnosti v příslušné oblasti. Následně je provedena analýza beta konvergence pomocí ukazatelů vstupů a výstupů VaV, jež prokazuje, že u zemí Visegrádu docházelo v letech 2010-2018 k tendenci konvergence. Na straně vstupů VaV je tato tendence méně statisticky významná, ovšem při sestavení korelačního diagramu se potvrzuje sbližování hodnot sledovaných ukazatelů. V konečném zhodnocení výsledků diplomové práce dosahuje Česká republika nejvyšší výkonnosti v oblasti výzkumu a vývoje. Druhou pozici zastává Maďarsko následované Polskem. Nejnižšího hodnocenídosahuje Slovensko, které se nejčastěji ze zbylých zemí objevuje ve třetím kvadrantu korelačních diagramů, což značí podprůměrné počáteční hodnoty ukazatelů a rovněžpodprůměrné tempo růstu daných hodnot.

Abstract:

In today's globalized world, the field of research and development (R&D) is an important part of supporting the socio-economic development and competitiveness of almost all countries of the world. The diploma thesis displays and compares the performance of the Visegrad Group (V4) countries in the field of R&D using a set of indicators, including the total expenditure on R&D, human resources in R&D, triple patents, ERC grants and the level of innovation. The work also uses the statistical method of beta convergence, which is used to analyze the development of these countries in R&D in the period of 2010-2018. Based on the findings, the Visegrad Group countries are below average in monitoring the fulfillment of the R&D objective in the Europe 2020 strategy, other indicators also point to low values of individual countries compared to the European Union average. Moreover, the same shortcomings might be identified among the V4 countries, preventing them from any improvement in the relevant area. Subsequently, an analysis of beta convergence is performed using the indicators of R&D inputs and outputs, that has manifested that the Visegrad Group countries experienced a convergence trend within the examined period. On the side of R&D inputs, this tendency is less statistically significant, but when compiling the correlation diagram, the convergence of the values of the monitored indicators is confirmed. The final evaluation of the results of the diploma thesis shows that the Czech Republic achieves the highest performance in the field of research and development. The second position has been held by Hungary, followed by Poland. The lowest rating has been achieved by Slovakia, which is most frequently in the third quadrant of correlation diagrams. It signifies the below averageinitial figures of inquired indicators as well as the below average growth of coefficient in respect of examined values.
