Public Administration and Care of Handicapped People (Focused on Mentally Affected)

Abstract:

Péče o zdravotně postižené vychází z křesťanství a nutnosti péče o potřebné. První zmínky jsou datovány od roku 258 n. l. První český ústav byl založen roku 1786. Od té doby byly budovány další ústavy, příkladem pro mentálně a zrakově postižené, dále pak různé typy pomocných škol. Historie péče o zdravotně postižené je ovšem také provázena temným obdobím. Během tohoto období byli zdravotně postižení občané v Německu likvidováni, jednalo se o počátek blížícího se židovského holocaustu. Také v Československu vypuklo hnutí, které usilovalo o zkvalitnění populačního genofondu. Ani v období před rokem 1989 nebyla situace zcela bezchybná. Fungovaly sice ústavy sociální péče, ale za zdmi těchto ústavů se často odehrávaly hrůzné události. Současný stav v ústavech přináší mnoho změn. V první řadě ohledně péče o mentálně postižené a jejich vzdělávání, ale především také v postoji ke svým klientům. Změn se dočkalo i financování ústavních služeb, do kterého se zapojují Strukturální fondy EU. Také samotné prostředí ústavů je mnohem příjemnější, pominula doba nemocničního vzhledu a zařízení sociální péče mají ve větší míře domácký charakter. Péče o postižené se zlepšila i ze strany státu, který poskytuje těžce zdravotně postiženým mnoho dávek ke kompenzaci obtíží vzniklých v důsledku jejich handicapu.

Abstract:

History of the care for the disabled comes from christianity and the necessity of care for those in need of it. The first remarks are from 258 A.D. The first Czech institution was founded in 1786. Since then further institutions have been built, e.g. for the inadeqate or for the blind, and also various types of special schools. There is also a dark phase in the history. In this period the disabled were wiped off in Germany, it was the beginning of the Jewish holocaust. Also in the Czech Republic broke out a movement that strived for the quality of the population’s genetic fund. Even in the period before 1989 the situation was not flawless. Though there existed welfare institutions, but behind their walls often terrible events took place. The contemporary condition brings many changes. In the first place the changes are in the care of the inadeqate and their education, but above all in the approach to their clients. The financing of the institutions has also seen many changes, where the Structural funds participate. Also the appearance of the institutions is more pleasant, away is the era of hospital-like look and the equipment is more home-like. The care for the disabled has become better also from the side of the government, that gives many benefits for the disabled to compensate their disabilities.
