The History and Development of Parts of Integrated Rescue System and Their Role in Crisis Management

Abstract:

Cílem práce je seznámení s historií a vývojem složek Integrovaného záchranného systému a jejich úlohou v krizovém řízení. Práce vychází z praktických zkušeností ze služebního poměru u Hasičského záchranného sboru Karlovarského kraje a studia odborné literatury a legislativy zaměřené na Integrovaný záchranný systém. První část bakalářské práce se zabývá historií a vývojem Integrovaného záchranného systému. Druhá část je zaměřena na jednotlivé složky Integrovaného záchranného systému, jejich historický vývoj, zakotvení v legislativě české republiky a organizační struktury. Ve třetí části je přiblíženo krizové řízení a úlohy jednotlivých složek, které se podílejí na připravenosti a následném řešení krizových situací. Závěrečná čtvrtá část přibližuje praktickou činnost jednotlivých složek integrovaného záchranného systému, je zde v modelové situaci řešeno podezření na výskyt vysoce nakažlivé nemoci a popsány úlohy jednotlivých složek integrovaného záchranného systému při řešení této mimořádné události.

Abstract:

The aim of the bachelor thesis is to get acquainted with the history and development of the components of the Integrated Rescue System and their role in crisis management. The thesis is based on practical experience of employment with the Fire and Rescue Service of the Karlovy Vary Region and the study of professional literature and legislation focused on the Integrated Rescue System. The first part of the bachelor thesis deals with the history and development of the Integrated Rescue System. The second part focuses on the individual components of the Integrated Rescue System, their historical development, grounding in the legislation of the Czech Republic, and organizational structures. The third part describes crisis management and the role of the individual components that participate in the readiness and the subsequent resolution of crisis situations. The final fourth part describes the practical activities of the individual components of the integrated rescue system. A model situation addresses a suspicion of a incidence of a highly contagious disease and describes the roles of the individual components of the integrated rescue system in dealing with this emergency.
