The issue of permanent residence from the perspective of the Population Registration Act

Abstract:

Tématem této bakalářské práce je vysvětlit pojem trvalého pobytu a popsat právní úpravu na úseku evidence obyvatel. Souhrnně popisuje postupy zápisu místa trvalého pobytu pro jednotlivé životní situace a popisuje působnost ohlašovny. Zabývá se způsoby změny místa trvalého pobytu a podrobněji popisuje průběh správního řízení na úseku rušení místa trvalého pobytu. Praktická část se zabývá analýzou údajů některých obecních a městských úřadů týkajících se počtu obyvatel v obci a dále problematiky související s občany s trvalým pobytem na ohlašovně. Bakalářská práce chce poukázat na některé problémy spojené s trvalým pobytem občana na ohlašovně, s nimiž se musí správní orgány vypořádat při výkonu správních činností. Práce se zaměřuje na důvody a důsledky trvalého pobytu na ohlašovně v návaznosti na některé právní předpisy a dává je do souvislosti s ustanoveními zákona o evidenci obyvatel, který je stěžejním právním předpisem v této agendě.

Abstract:

The topic of this bachelor thesis is to explain the concept of permanent residence and to describe the legal regulation in the field of population registration. It summarizes the procedures for registering the place of permanent residence for individual life situations and describes the scope of the registration office. It deals with the methods of changing the place of permanent residence and describes in detail the administrative procedure for the cancellation of permanent residence. The practical part deals with the analysis of the data of some municipal and city authorities concerning the number of inhabitants in the municipality and the issues related to citizens with permanent residence at the registration office. The bachelor's thesis wants to point out some problems related to the permanent residence of a citizen at the registration office, which the administrative authorities have to deal with when performing administrative activities. The thesis focuses on the reasons and consequences of permanent residence at the registration office in relation to some legal provisions and puts them in the context of the provisions of the Law on Population Registration, which is the key legal regulation in this agenda.
